Decree: When you cycle Decree of Justice, you may pay X Mana. If you do, put X 1/1 white Soldier creature tokens into play.

Lol lkol: If a card would be put into an opponent's graveyard, remove it from the game instead.

502.18c Some cards with cycling have abilities that trigger when they're cycled. "When you cycle [this card]" means "When you discard [this card] to pay a cycling cost." These abilities trigger from the graveyard.

Tuo sääntö ei tarkoita että ability toimisi ainoastaan jos kortti päätyy gravelle, vaan täsmentää että normaalitilanteessa abilityn lähde on discardauksen jälkeen gravella oleva kortti, eikä ennen discardausta kädessä ollut kortti. Tällä on väliä ainakin Yixlid Jailerin takia. Jos pöydässä on Leyline niin ability triggeröi sitten RFG:stä.
